本文论述了城市化与耕地资源保护的辩证关系,即城市化对耕地保护会同时产生正负两方面效应,其净效应取决于区域城市化发展阶段和城市规模。通过对1985—2008年河北省城市化水平和耕地面积的动态变化特征的实证分析,从正负效应两方面入手探究城市化对耕地资源保护的影响,提出了若干促进城市化与耕地资源保护协调发展的政策及建议。
本文論述瞭城市化與耕地資源保護的辯證關繫,即城市化對耕地保護會同時產生正負兩方麵效應,其淨效應取決于區域城市化髮展階段和城市規模。通過對1985—2008年河北省城市化水平和耕地麵積的動態變化特徵的實證分析,從正負效應兩方麵入手探究城市化對耕地資源保護的影響,提齣瞭若榦促進城市化與耕地資源保護協調髮展的政策及建議。

The paper firstly analyzes and summarizes the dialectic relationship of urbanization and preservation of the cultivated land.This paper argues that： urbanization make both positive effects and negative effects on the preservation of the cultivated land at the same time,and the net effect depends on the period of city development and the city scale.The paper also describes the characteristics of sequencial variation of urbanization ratio and farmland resources of Hebei province between 1985 and 2008 in order to explore the influence of urbanization on the preservation of the cultivated land.Finally,the paper puts forward relevant suggestions for the coordinated development of urbanization and preservation of the cultivated land.
