＂民工潮＂现象是市场经济重新配置资源基础上的生产劳动分工演进的结果,是二元经济体制的产物。＂民工荒＂的出现,主要是二元社会结构体制和由此造成的户籍制度与土地制度,以及农村劳动力向城市迁移后的社会保障、就业制度、教育体制等缺失所致。解决目前＂民工荒＂问题的关键,就在于正式制度和非正式制度建设两方面的制度变革和创新。
＂民工潮＂現象是市場經濟重新配置資源基礎上的生產勞動分工縯進的結果,是二元經濟體製的產物。＂民工荒＂的齣現,主要是二元社會結構體製和由此造成的戶籍製度與土地製度,以及農村勞動力嚮城市遷移後的社會保障、就業製度、教育體製等缺失所緻。解決目前＂民工荒＂問題的關鍵,就在于正式製度和非正式製度建設兩方麵的製度變革和創新。

Phenomenon of overflow of rural labors is the result of work specialization based on the reorganization of resources in market economy and the product of dual economic system.Rural labors disaster came into being because of dual social structural system and the lack of household registration system,land system,social security,employment system and education system.The key to resolve the problem of rural labors disaster is the reform and creation of formal institution and informal institution.
