农民林业专业合作社是集体林权制度改革后实现林业规模经营、有效促进农民就业增收的重要途径。文章在借鉴国际林业合作社发展成功经验的基础上,结合我国经济发展水平、改革开放经验和农民林业专业合作社建设实践,提出了政府推动型农民林业专业合作社发展模式适合我国国情的观点。同时,界定了政府在推动农民林业合作社发展的法律保障、政策引导和社会服务职能。最后探讨了政府推动型农民林业专业合作社的发展途径。

The peasant forestry professional cooperative is an important way to achieve forestry scale management, promote peasant employment and increase peasant income effectively after collective forest tenure reform. Based on the analysis of the successful development experience ofinternational forestry professional cooperatives, the level of economic development and the experience of reform and opening up of China, and current practices of the peasant forestry professional cooperative, this paper proposes that the government-pushed development model about the peasant forestry Professional cooperative is suitable for China. Then the governmental functions in pushing the development of the peasant forestry professional cooperative are defined, which are the legal protection functions, policy guidance functions and social service functions. Finally, the approaches of the government-pushed development model about the peasant forestry pProfessional cooperative are discussed.
