The essence of China's rural economic reform is Supply and Marketing Cooperative reform and the most important link is the Enterprise Reform in SMC. This paper shows analysis on issues of Enterprise Reform in SMC which contains 4 parts: First, The objectives and stages in SMC reform. Second, the relationship between public welfare and profit-making of SMC. Third, the strategy of classification reform of SMC. Fourth, the concept of joint SMC development. Addressing these issues properly is key to Enterprise Reform in SMC. The development ofindustry in forestry needs to go the road of co-operatives. Supply and marketing cooperatives reform demonstrate reference and inspiration to the healthy development in forest cooperatives.
