Yao Haixin was born in Beizhen, Liaoning Province, in 1962. He graduated from Mathematics Department, Northeast Normal Uni~ersity with a BS in 1985, from Statistics Department, Shanghai University of Finance with a Master of Economics degree in 1991, and from Liaoning University majoring western economics with a PhD in economics in 1999.That year from January to September, he stayed at Nyenrode University as a visiting scholar in Netherlands.
