生态城市是经济、社会、自然高度协调发展的复合生态系统,是推动城市现代化、面向可持续发展的必然要求,是一种理想的城市模式。以城市中的城区为单元进行生态建设是生态城市建设的基础和落实。城区作为连接城市与基层社区的重要一级行政区划,有其自身的生态特征、规模特征、结构特征和功能特征,这些特征与城区层面进行生态建设所具有的规模优势、区位优势和管理优势相结合,构成了生态城区建设的重要基础和保障。文章以天津市和平区的生态城区建设为例,根据生态城区建设的特征与优势,提出了生态城区建设的几个基本方法,同时为正确引导、评价生态城区建设,简要描述了指标体系的遴选方法。

Eco-city is a compound ecosystem, in which the economy, society, and nature are highly coordinated and developed, as it is a necessary requirement to promote urban modernization and sustainable development. Eco-city is an ideal urban model. To construct the eco-city from the unit of districts is the foundation and implementation of the eco-city construction. As an important administrative unit between city and community, district has its own structure and ecological, scale and functional characteristics, With the scale advantages, location advantages and management advantages of the ecological districts construction from the scale of districts, these characteristics and advantages constitute the basis and guarantee of the ecological districts construction. According to its characteristics and advantages, we take Heping District in Tianjin as a case, and propose some basic methods of ecological districts construction. Meantime, we describe briefly the selection method of indicator system in order to guide and evaluate the ecological districts construction correctly.
