The way and the direction of Chinese Education Reform are affected and even decided by whether we can understand the content of ＂the equalization of basic public educational services＂ and ＂the balanced development s of compulsory education＂,as well as the relationship between them.This essay will present and analysis the two definitions and their relationship first,and then brings up four notices when forward the equalization of basic public educational services and carry out the balanced developments of compulsory education.And based on the first two parts,five key points of how to reform and perfect the allocation system of the funds related to our country＇s primary education management are concluded.
