本文依托原始档案，详细考察了新中国成立初期湖南响应中央号召，学习苏联宣传组织体制，建设“宣传网”的历史过程。重点分析了“宣传网”建设中队伍建设、制度建设和思想建设等方面的发展进程和存在的问题。湖南的个案在某种程度上展示出“宣传网”在全国由上至下推行过程中所面临的复杂状况，对当代中国宣传组织体制建设不无借鉴和启示作用。

본문의탁원시당안，상세고찰료신중국성립초기호남향응중앙호소，학습소련선전조직체제，건설“선전망”적역사과정。중점분석료“선전망”건설중대오건설、제도건설화사상건설등방면적발전진정화존재적문제。호남적개안재모충정도상전시출“선전망”재전국유상지하추행과정중소면림적복잡상황，대당대중국선전조직체제건설불무차감화계시작용。
Based on the original flies this article makes detailed examinations of the historical process of Hunan developing the ＂publicity network＂ in the early days of New China in response to the call of the CPC Central Committee and in imitation of the Soviet publicity system. Our analyses were focused on the ranks formation, the establishment of regulatory system and improvement of ideology in the course of developing the ＂ publicity network＂ and problems that cropped up. The individual case of Hunan revealed to a certain extent the complex conditions encountered in the course of nationwide promotion of ＂ publicity network＂ system from above to below, from which we can gain some enlightenment and reference in our current development of publicity system in China.
