近年来,中国工业企业节能减排取得一定成效,但出口产品的国内二氧化碳排放总量却有所增加。从减排意义上来说,应该大力扶持国内排放强度较低的出口行业。从二氧化碳排放的行业分析角度出发,应加强国际交流与合作,在全面合作推进较慢的情况下寻找重点行业作为突破口,可以与发达国家建立行业补偿机制、推进高碳密集型产品外包、发展高科技产品并向低能源密集型的服务业转型等。

During the recent years,we have made great achievements in energy conservation and pollution reduction in China＇s industrial sector.But the total volume of C02 emission of export product in China has been increased.In terms of the implication of pollution reduction,we should give support to domestic low emission industries.In terms of the industrial analysis of C02 emission,we should strengthen international communication and cooperation,try to find out the key industry,establish the industrial compensation mechanism,promote high carbon intensive product outsourcing,promote the development of hi-tech product and transform to low energy service industry.
