贵州省黎平县森林资源丰富,森林覆率高达74%,林业工作也取得较好成效。但黎平县木材管理没有与时俱进,仍停留在20世纪80年代统购统销状况,木材只能卖给13家加工企业（实为8家）,企业垄断压价;青山流转价格也比周边县低一倍以上,以致群众经营林业的积极性很低。
