进入新世纪以来，我国密集出台的惠农政策取得了显著成效，但也存在一些问题：一些政策不利于农业规模化经营，一些政策可能延缓务工经商者市民化进程，惠农政策农民受益有限。要进一步完善惠农政策和加大惠农力度，应把保护农业劳动者的利益作为制定和实施三农政策的出发点，以离乡务工经商者的市民化为突破口力推“三农三化”，通过政府、非盈利组织、农民合理分权完善惠农政策机制，健全农民培训市场机制确保农民培训的选择权。

Since the beginning of the new century, China has made a series of pro-agriculture policies which have achieved remarkable success. However, there still remain certian problems, such as that some policies are against the concentration of agricultural produce; some may delay the process for farmers to become citizens; some are not really benefitial for farmers as anticipated. To solve the problems further measures should be taken to perfect the progriculture policies and increase farmers＇ benefits from such policies. As the starting point to tackle the issues of agriculture, farmers and rural areas, the protection of farmers＇ interests should be secured with the implementation of the program of turning the migrant workers and businessmen into urban citizens. The policy-making power should be distributed among government, non-profit organizations and the farmers themselves to embetter the pro-agriculture policy-making system and institutionalize the market mechanism of options for farmer training.
