对海南省出生实名登记信息管理系统应用状况实地考察的结果表明：通过多部门联动运行该系统,理清了出生人口信息,提高了人口统计质量,增强了目标考核效果,搭建了公共服务网络平台,实现了信息资源共享。作为国内首创的出生人口数据采集信息化手段,该系统在海南省的成功推行得益于省决策层的解放思想、求真务实,部门间的统筹合作和群众的积极参与,但出生实名登记能否在全国推广将受到人口流动和住院分娩率两个客观因素的制约。
對海南省齣生實名登記信息管理繫統應用狀況實地攷察的結果錶明：通過多部門聯動運行該繫統,理清瞭齣生人口信息,提高瞭人口統計質量,增彊瞭目標攷覈效果,搭建瞭公共服務網絡平檯,實現瞭信息資源共享。作為國內首創的齣生人口數據採集信息化手段,該繫統在海南省的成功推行得益于省決策層的解放思想、求真務實,部門間的統籌閤作和群衆的積極參與,但齣生實名登記能否在全國推廣將受到人口流動和住院分娩率兩箇客觀因素的製約。
대해남성출생실명등기신식관리계통응용상황실지고찰적결과표명：통과다부문련동운행해계통,리청료출생인구신식,제고료인구통계질량,증강료목표고핵효과,탑건료공공복무망락평태,실현료신식자원공향。작위국내수창적출생인구수거채집신식화수단,해계통재해남성적성공추행득익우성결책층적해방사상、구진무실,부문간적통주합작화군음적적겁삼여,단출생실명등기능부재전국추엄장수도인구류동화주원분면솔량개객관인소적제약。
The on-the-spot investigation in Hainan Province has inspected the information management system applied in real-name birth registration.It is found that the system is put into effect by multiple departments,with the birth population information clarified,the demographic quality improved,the validity of target assessment enhanced,the public service network platform built,and the share of information resources realized.Being a pioneer applying information technology in data collection of birth population,the successful operation of the system in Hainan is benefited from the provincial decision-makers′ ideological emancipation,their truth-seeking and pragmatic spirit,overall cooperation of departments and active public participation.But whether the system can be favored with a national-wide popularity will be mainly determined by the two influencing factors： population floating and childbirth given in hospitals.
