随着我国农村人口老龄化问题的日益加剧,农村发展面临重大挑战,因此,一种用于防范老龄化问题的新制度应运而生。政府行为在新农保制度中扮演着重要角色,其制度设计、财政扶助、监督管理等行为无不影响着新农保的成败。近年来,学术界对新农保开展了很多研究,鉴于此,本文就新农保制度中的政府行为问题进行了文献综述,较为全面地对政府行为进行评述,进而提出新农保险制度的发展趋势。

With the rural population aging problem increasing,rural development was facing to serious challenge.Therefore the New Rural Social System that could prevent the social from aging problem was emerged as required.The government behavior played an important role in its system design,such as financial assistance and supervision,which influence the efficiency.In recent years,many experts has researched on them,Therefore,this article reviewed and analyzed the government behaviors in the New Rural Social Endowment Insurance System.The paper puts forward with its development tendency.
