利用文献资料与统计数据，并通过实地勘察，探讨了匹兹堡地区的产业重构路径与机制。研究认为，从过度专业化转向适度多元化是其产业重构的基本路径，这背后透露出地方政府决策制度的积极作用；公私合作决策传统及其组织结构变动对钢铁产业兴衰及产业重构路径具有深刻影响，导致匹兹堡地区既没有选择渐进多元化重构，也没有固守原有的制造业优势；地方政府、非赢利组织与大学是新型公私合作模式的关键角色，为地方产业重构建立有效的制度环境与现代设施基础发挥了作用。

This article exams the state of the regional industrial system and then focuses on the restructuring mecha- nism of Pittsburgh. It finds out that Pittsburgh has been transfor- ming its economy of overspecialization in steel industry into a kind of pluralistic economy ranging from advanced manufactur- ing, high -tech industries to service sectors. Such evolution has been to a large extent shaped by regional public - private part- nership. Private companies in the traditional partnership once made great contribution to the prosperity of regional economy but chose to close steel mills in face of global competition. There- fore, the partnership broke down and the region got into great re- cession. The new partnership initiated by nonprofit corporations together with universities and local authorities provides advanced economic factors for regional startups and other corporations from the service sectors and high tech industry instead of rebuilding the advantage of traditional manufacturing.
