本文分析了高校基建项目在决策、设计、施工招投标、施工、竣工验收、审计等阶段造价管理中存在的问题,探讨如何有效控制投资,在避免浪费的基础上提出了相应的对策建议：高校作为落实全过程造价管理的责任主体,应利用自身的优势,加强全过程造价管理的意识,实质性推进全过程造价管理;构建全过程造价管理的组织机构和全过程造价管理体系,实现各阶段造价管理的良性互动和有机衔接,使投资效果最优化。
본문분석료고교기건항목재결책、설계、시공초투표、시공、준공험수、심계등계단조개관리중존재적문제,탐토여하유효공제투자,재피면낭비적기출상제출료상응적대책건의：고교작위락실전과정조개관리적책임주체,응이용자신적우세,가강전과정조개관리적의식,실질성추진전과정조개관리;구건전과정조개관리적조직궤구화전과정조개관리체계,실현각계단조개관리적량성호동화유궤함접,사투자효과최우화。
The problems of university infrastructure projects were analyzed in different phases（such as decision-making,design,construction bidding,construction,completion acceptance and audit,etc）.It was discussed how to control the investment effectively.On the basis of avoiding waste,the corresponding countermeasures and suggestions were put forward.Colleges and universities should take the responsibility to implement the whole process of cost management with desire doing better and using their own advantages.Colleges and universities should construct the whole process of cost management organization and system.Cost management in all stages should realize the positive interaction and organic link.The investment effects should be optimized.
