基于所有权制度变迁的分析框架,对我国经济体制和高等教育体制改革的异同点进行的比较分析表明:高等教育体制改革在改革初始条件、信息成本、渐进式改革方式等方面与经济体制改革存在较多的一致性,因此改革取得了部分成果。中国高等教育体制改革成效不足的主要原因与两个方面的因素有关:一是高等教育缺乏显性的经济收益在一定程度上弱化了政府的改革动机,二是中央政府缺少对地方的充分放权造成地方缺乏参与高等教育竞争的机会和制度创新空间,从而造成制度变迁过程中权力中心追求垄断租金最大化与建立有效率的所有权结构之间的不相容。
基于所有權製度變遷的分析框架,對我國經濟體製和高等教育體製改革的異同點進行的比較分析錶明:高等教育體製改革在改革初始條件、信息成本、漸進式改革方式等方麵與經濟體製改革存在較多的一緻性,因此改革取得瞭部分成果。中國高等教育體製改革成效不足的主要原因與兩箇方麵的因素有關:一是高等教育缺乏顯性的經濟收益在一定程度上弱化瞭政府的改革動機,二是中央政府缺少對地方的充分放權造成地方缺乏參與高等教育競爭的機會和製度創新空間,從而造成製度變遷過程中權力中心追求壟斷租金最大化與建立有效率的所有權結構之間的不相容。

Based on the analytical framework of ownership change,this paper systematically reviews the basic logics and contexts of the reforms of Chinese economic system and higher education system,and compares the similarities and differences between them.The study suggests that the initial conditions of reform,reduction of information costs,incremental reform and the decentralization from the central government to the local governments are the most important factors which promote the changes of Chinese economic and higher education system.Compared with the economic system reform,the effectiveness of the higher education system reform is inadequate.It is due to two main reasons: higher education lacking visible economic benefits weakens the reform motivation of the government in certain degree;the insufficient decentralization from the central government to the local governments makes the latter have no access to institutional innovation of higher education,thereby causing the incompatibility between the central government pursuing monopoly rent maximization and establishing efficient ownership structure of higher education.
