本研究调查了甘肃A县和B区的退耕还林过程中各个利益主体的职能分工和参与,发现基层社区的参与有相当大的主动性和内源性,即使在这种自上而下的政府工程项目中,只要社区和村民对退耕还林有收益预期,就会主动争取利益,并且这种争取会促使职能分工和参与的进一步优化,进而提高和保障项目实施的质量。

This study analyzes the cases from convert cultivated land into forests project of A county and B district in Gansu Province.The conclusions show participation of local governments and communities is initiative and endogenous,especially under the condition that once they expected the benefits in the project even if which is top-ldown project started by government,and these actions optimize further the division of function of different stakeholders and participation and then improve and guarantee the quality of implementation of projects.
