采用访谈和问卷调查相结合的方式,选择河北省3个平原试点县的林农作为调查对象,就林农对现行林木采伐管理改革的认知、评价和意愿进行考察与分析,得出了以下主要结论：第一,试点县对森林采伐管理改革政策内容的宣传不够,大部分林农对最新的政策不清楚;第二,绝大多数林农对国家实施采伐限额制度改革的目的比较清楚;第三,林木采伐管理改革得到了林农的普遍支持。最后试图在尊重林农意愿的基础上,对完善非公有制林木采伐管理改革提出了合理化建议。

Choosing the forest farmers of the three plain experimental county in Hebei Province for investigation,using the research technique methods which integrate interview and questionnaire,this article inspected and analyzed the recognition、evaluation and will of the forest farmers to the current forest harvesting and management reform,The main conclusions were drawn as follows：number on,the forest current harvesting and management reform policy propaganda is not enough,and so most of the forest farmers don＇t clearly understand it;number two,most of the forest farmers understand the objective of the current forest harvesting and management reform,number three,the forest farmers generally support the current forest harvesting and management reform.Finally,we try to propose rational suggestions about the non-public forest harvesting and management reform which is based on the forest farmers＇willingness.
