Livelihood is the basic livelihood problem of people, is a person＇s the most concerned problem, and it is also the most direct and the most practical interest problem. The issue is the key to ensure the career success of the Communist Party of China and the state, therefore, a lot of efforts were undertaken on this aspect, and tremendous achievements have been acquired. The seriousness problems of the Chinese people＇s livelihood are beyond doubt. The key difficult problems are about Chinese peasants. These problems could be solved only by adopting a series of guidelines, policies and measures under the guidance of scientific outlook on development.
