西方公共财政理论与政策有很多方面值得我国借鉴。当前，国际经济社会形势不断变化，新的财税实践活动不断出现，催生了相关理论研究的新发展。近两年发表于《国际税收与公共财政》（ITPF）、《公共财政评论》（PFR）和《公共经济学杂志》（JPE）上的一些研究成果部分地反映了上述新发展。对于我国公共财政体系的建设而言，必须恰当处理政府与市场关系、竞争与合作关系和学习与实践、创新三个方面的关系。
西方公共財政理論與政策有很多方麵值得我國藉鑒。噹前，國際經濟社會形勢不斷變化，新的財稅實踐活動不斷齣現，催生瞭相關理論研究的新髮展。近兩年髮錶于《國際稅收與公共財政》（ITPF）、《公共財政評論》（PFR）和《公共經濟學雜誌》（JPE）上的一些研究成果部分地反映瞭上述新髮展。對于我國公共財政體繫的建設而言，必鬚恰噹處理政府與市場關繫、競爭與閤作關繫和學習與實踐、創新三箇方麵的關繫。
서방공공재정이론여정책유흔다방면치득아국차감。당전，국제경제사회형세불단변화，신적재세실천활동불단출현，최생료상관이론연구적신발전。근량년발표우《국제세수여공공재정》（ITPF）、《공공재정평론》（PFR）화《공공경제학잡지》（JPE）상적일사연구성과부분지반영료상술신발전。대우아국공공재정체계적건설이언，필수흡당처리정부여시장관계、경쟁여합작관계화학습여실천、창신삼개방면적관계。
It is worthy of our reference in many aspects of Western theory and policy of public finance. Currently, with the changes of international economic and social situation, there continuously appeared new activities in fiscal and tax practice, which gave birth to the new developments of related theoretical research. In recent two years, some of the research a- chievements published on ITPF, PFR and JPE partly reflect these new developments. As far as the construction of China＇s public finance system is concerned, relationships between government and market; competition and cooperation; learning, practice and innovation must be properly handled.
