国民对经济增长结果的分享既是经济发展本身,也是经济发展战略的目标。中国经济的高速增长与经济社会发展的目标有所背离,甚至在有些方面是严重背离的。回顾了改革开放前后中国城乡经济发展差距的演变及其结果,分析了导致这种变化的经济和制度原因。我国的农业应该成为一个保障性产业,而不是一个为非农产业积累资本的支持性产业。制定并执行体现这一观念的战略性规划,是消除城乡发展差距、改变城乡二元经济结构的关键。
