当代中国行政组织文化体现为主文化明确,其他文化并存,主文化尚未被强烈坚持和广泛认同的"文化茫然"状态,这种状态必然对中国公务员培训活动产生双重的影响:一方面使中国公务员培训确立了新的核心价值观,法律法规不断产生,对于公务员培训的重要性认识明确;另一方面使公务员培训形成在相当程度上存在以量的扩张为主要特征,培训流于形式的现状。基于对中国行政组织文化的发展分析,未来中国公务员培训必将呈现从量的扩张向质的飞跃转变;管理体制将逐步理顺和完善;施教机构的教学水平将有效提升的趋势。
噹代中國行政組織文化體現為主文化明確,其他文化併存,主文化尚未被彊烈堅持和廣汎認同的"文化茫然"狀態,這種狀態必然對中國公務員培訓活動產生雙重的影響:一方麵使中國公務員培訓確立瞭新的覈心價值觀,法律法規不斷產生,對于公務員培訓的重要性認識明確;另一方麵使公務員培訓形成在相噹程度上存在以量的擴張為主要特徵,培訓流于形式的現狀。基于對中國行政組織文化的髮展分析,未來中國公務員培訓必將呈現從量的擴張嚮質的飛躍轉變;管理體製將逐步理順和完善;施教機構的教學水平將有效提升的趨勢。

Contemporary culture of Chinese administrative organization embodies the "cultural vacant" condition. Although the mainly culture is clear and definite, it has not yet been strongly insisted that and widely recognized. Chinese public servants training must has been dual influenced by this state: on one hand, it make China’s public servants training established new core values, laws and regulations are continually produced, and the importance of civil service training is understood clearly; On the other hand, it makes the public servants training existed the main characteristics of quantitative expansion in a considerable degree, and training becomes formalism. Based on the analysis of Chinese administrative organization culture’s development, in future Chinese public servants training will be changed from expanding amount to pay attention to quality; management system will gradually straighten out and perfect; teaching level of teaching institution will be more effectively.
