当前,中国重化工业循环经济园区管理体制的特点与弊端并存,主要表现为以政府管理为单一管理模式、管理体制为倒金字塔式、管理职能行政化倾向较为严重等等。为了有效根除这些弊端,理应采取加强政府服务职能、对园区实施一揽子放权改革、实行与一般园区差别化的考核评价机制、创新管理机构层次、逐步建立多元管理体制等措施。

Now there exist some disadvantages in the circulation economic zone of heavy and chemical industries such as the single management model by governments,management system of inverted pyramid,administrative management and so on.To eradicate these disadvantages,the governments should serve better,power should be transferred to the enterprises,evaluation system should be introduced,management organizations should be innovated and multi-system management should be gradually set up.
