我国的计划生育管理体制在上世纪80年代初形成独立部门以来,进行了多次与体制有关的改革,但由于始终未在生育政策调整这个核心问题上取得突破,所进行的实际上多是改进,而不是改革。要进行真正意义上的改革,必须首先明确改革的基本问题,即改革的基础、核心和方向。
