20世纪六七十年代以来,西方民主理论研究中出现了参与式民主理论复兴的潮流。在批判和反思自由主义代议制民主的基础上,参与式民主以公民参与为理论核心,在公民参与领域上,倡导将公民参与引向公共领域,促进个人利益与公共利益的融合;在公民参与层级上,倡导扩大基层公民的直接参与,促进民主＂自上而下＂和＂自下而上＂双向循环的实现;在公民参与方式上,倡导公共讨论协商,促进参与主体间的利益协调和共同合作。参与式民主在代议制民主的基础上扩大了直接民主的有效范围,从公民参与的领域、层级以及实现方式等方面明确公民参与的制度设计,提升了参与式民主的现实可行性和操作性。

There has been a trend of the revival of participatory democracy among the disputes about western democracy since the 1960 s and the 1970 s.On the basis of the criticism of liberal democracy,participatory democracy centers on the citizen participation.With the dimension on the gradation,participatory democracy advocates the civil participation of public domain,which promotes self-interest and social good as a whole.With the dimension on the domain,participatory democracy advocates the expansion of grassroots direct civil participation,which improves the two-way circulation of the democracy between the＂top-down＂ and ＂bottom-up＂.With the dimension on the pattern,participatory democracy advocates public discussion and negotiation,which motivates the interest coordination and cooperation of the participants.The paper probes into the system design and architecture of the participatory democracy.And it helps to deepen the understanding on the paradigm of the theory of participatory democracy.
