在全球粮食价格暴涨的背景下,粮食安全问题再次突显。东北地区水土资源丰富、气候条件稳定,适宜发展农业生产。为保障中国国家粮食安全,必须加强东北地区粮食生产能力建设,形成稳固的国家粮食战略基地。因此,必须落实国家惠农政策,提高农民种粮积极性;构建畅通无阻的粮食物流体系;建立安全、高效和低成本的粮食仓储体系;积极培育完整的粮食生产和加工行业的产业链。
在全毬糧食價格暴漲的揹景下,糧食安全問題再次突顯。東北地區水土資源豐富、氣候條件穩定,適宜髮展農業生產。為保障中國國傢糧食安全,必鬚加彊東北地區糧食生產能力建設,形成穩固的國傢糧食戰略基地。因此,必鬚落實國傢惠農政策,提高農民種糧積極性;構建暢通無阻的糧食物流體繫;建立安全、高效和低成本的糧食倉儲體繫;積極培育完整的糧食生產和加工行業的產業鏈。
재전구양식개격폭창적배경하,양식안전문제재차돌현。동북지구수토자원봉부、기후조건은정,괄의발전농업생산。위보장중국국가양식안전,필수가강동북지구양식생산능력건설,형성은고적국가양식전략기지。인차,필수락실국가혜농정책,제고농민충량적겁성;구건창통무조적양식물류체계;건립안전、고효화저성본적양식창저체계;적겁배육완정적양식생산화가공행업적산업련。
The global sharp increase in price of grain has again made the problem of food security prominent.Northeast China is suitable for farm production with its rich water and land resources and stable climate.In order to ensure China＇s national food security,it is necessary to strengthen the grain productivity in this region by the following measures so that a solid strategic food-base will be established： to implement the preferential policy for farmers and encourage their activity in farming;to construct a straightway of food logistics and build a safe,efficient warehousing system with low cost;to actively cultivate an integrated industrial chain of food producing and processing.
