通过对湖南TJ县新型农村合作医疗制度运行的深入调研,发现作为需求方的农民存在参合积极性不高、保障水平低等问题;作为供给方的乡镇卫生院存在服务能力差、患者满意程度低等问题;作为监管方的县合管办存在筹资困难、运行效率低等问题。需要根据新农合制度的准公共物品属性,以政府为主导,通过新型农村合作医疗制度的需求方、供给方、监管方等三大利益相关主体的共同努力来推动新型农村合作医疗制度的发展。
통과대호남TJ현신형농촌합작의료제도운행적심입조연,발현작위수구방적농민존재삼합적겁성불고、보장수평저등문제;작위공급방적향진위생원존재복무능력차、환자만의정도저등문제;작위감관방적현합관판존재주자곤난、운행효솔저등문제。수요근거신농합제도적준공공물품속성,이정부위주도,통과신형농촌합작의료제도적수구방、공급방、감관방등삼대이익상관주체적공동노력래추동신형농촌합작의료제도적발전。
Based on the in-depth survey and research on the operation of the new type of rural cooperative medical system in TJ county,HN province,we find out a number of problems in three aspects： farmers,on the demanding side,lack the initiative to participate and suffer the low-level of security;the township health centers,on the providing side,have limited service capacity and receive low degree of satisfaction from patients;the county management office,as the superviser,has difficulties in financing and improving efficiency.We should promote the development of the new type of rural cooperative medical system through joint efforts by those three interests-related parties.And our efforts should be based on the attribute of quasi-public goods in the system and under the guidance of our governments.
