文章从大学生村官的实际工作状况着手,研究和分析了大学生村官政策的设计与管理实施的情况。研究发现,国家主导的大学生村官政策,由于各行为主体的利益冲突和理解执行偏差,以及对利益相关主体的冲突关系缺乏有效协调,致使该政策在运行过程中出现诸多问题,乃至偏离国家当初制定的政策目标。最后,文章从人力资源政策和象征性公共政策两个角度对该政策作出进一步解读与评价。

This research studied and analyzed the designing and the implementation situation of University Student Village Offical Policy through the university student village officials＇ practical work condition. Authors found that the benefit conflict, comprehension and implementation divergence, as well as the clumsy coordination between the stakeholders are mainly contributed to the various problems existed in the implementation process of the state - dominant policy, which even led to the target biaed further. In the end, the paper analyzed and evaluated the policy as a kind of human resources policy and as a symbolic public policy.
