政府购买服务作为一种新型公共服务供给方式,其运行机制可以概括为政府出资、定向购买、契约管理、评估兑现。本文运用SWOT-PEST理论对政府购买服务的运行机制进行定性研究,意在提高政府购买服务的水平和效率,并借助IDEF技术构建政府购买服务运行机制的通用模型,提出了适用于我国政府购买服务的管理框架。

As a new way of supplying public services,the operational mechanism for government procurement of services can be summarized as government funding,directional purchase,contract management and encashment based on evaluation.This paper applies the SWOT-PEST theory to make a qualitative analysis of operational mechanism for government procurement of services,which will help to promote and improve the work of government procurement of services and improve the efficiency in government procurement of services.This paper also constructs a general model of operational mechanism for government procurement of services by applying IDEF techniques,and proposes the management framework of government procurement of services appropriate for China.
