现代科学技术发展依赖于合理的科学技术文化元素的构建。科技文化的基本元素具有举足轻重的功能：科学理性对科学技术发展有固本强根之力；人文特质调适事实和虚幻的合理间距，既能把科学技术人员从教条枷锁中解放出来，又利于培养人的创新能力和对科学技术的热爱情怀；创新因子引领着科学理性的方向和宗旨。中国文化软实力的提升应以科学理性为轴心，人文特质为滋养，原始创新因子为动力，来构建科技文化，以消解科技役人的异化现象，并循着科技发展的后现代主义路径，引导科学技术及科技工作者健康和谐地可持续发展。
