我国文化体制改革的全面深化，要在重要领域和关键环节实现新突破，就必须正确处理“二个三”重要问题。一是在政府、市场、文化单位三种力量调处中，要着力促进政府调控、市场调节、单位自主运作的动态谐调；二是在权力、利益、价值三个向度调理中，要着力促进主流价值导向、利益合理调整、权力科学配置的互动协和。“二个三”建构的合力优化为文化科学发展提供强劲而深厚的动力支撑。

In deepening the cultural system reformation in all round way in our country, if we intend to realize new breakthrough in the important fields and key links, we must deal eorrectly with ＂two three＂ important problems. Firstly in the regulation and controlling of the three forces of government, market and cultural departments, we must make great efforts to promote dynamic coordination of government control, market adjustment and department self-operation. Secondly, in the three pieces of dimensional consolidation recuperation of rights, benefits and values, we must make great efforts to promote interactive concord of mainstream value orientation, reasonable adjustment of benefits and scientific disposition of fights. The cooperative optimization based on the ＂two three＂ provides forceful and significant support for scientific development of culture.
