充足的资金与充分的自由是大学走向高水平乃至一流的基本条件。目前，我国民办高校既有资金危机，又有理念危机，在生存和发展上均出现了问题，创建高水平大学乃至一流大学任重而道远。体制机制灵活是民办高校办出特色、办出水平的制度优势，但是由于受外部制度环境的制约，我国民办高校的这一体制机制优势并没有转化成办出特色尤其是办出水平的结果。资金是民办高校发展过程中一道难以逾越的屏障，民办高校可以通过与企业联姻或以企业为后盾，改变依赖学费收入的局面，这是我国民办高校走出办学水平不高困境的良方。

The abundant fund and sufficient freedom are the fundamental requirements to make for high-level and top-ranking universities. Currently, private colleges and universities in China not only face the crisis of fund but also the crisis of idea, which have led to the problems of the development and survival of private colleges and universities. There is a long way to go to construct high-level and top-ranking university. For private colleges and universities, flexible institutional mechanisms are institutional strengths to form characteristics and increase education level, however, due to the constraints of external institutional environment, the institutional mechanisms have not been fully implemented, and transformed into the results of forming characteristics, especially increasing education level. The fund is a difficult barrier for the private colleges and universities to exceed. Studies show that, by means of cooperation between universities and enterprises, or taking enterprise as a backup to change the situation of relying on tuition income, is the recipe for the private colleges and universities to get out of the low-level dilemma in China.
