20世纪80年代末以来,对代课教师的不断聘用与坚决清退政策同时或交替运用的矛盾现象成为我国基础教育尤其是农村地区教育发展中比较突出的一个问题。代课教师存在于各国、各地区的各类学校,在我国,代课教师有其特殊地位和功能。规范代课教师管理制度,建立代课教师人才备用库并合理稳妥地清退不合格代课教师,建立灵活的代课教师聘用制度是解决我国基础教育发展中教师地区性和结构性短缺的问题,从而为基础教育可持续发展提供强有力教师资源的有效策略。

The development of basic education in China since the end of 1980s, especially in the vast rural areas, has witnessed the oscillation between mass hiring and mass firing of substitute teachers, sometimes occurring simultaneously : hiring to fill urgent needs and firing to rid the system of unqualified teachers. Substitute teachers exist in various schools of all countries and regions. In China, substitute teachers have special position and function. We argue for a complete overhaul of the substitute teacher personnel policy in China by establishing a normalized licensing system (talent bank) and rationally and steadily dismissing unqualified substitute teachers with flexible hiring contracts that can effectively regulate the quality of substitute teachers, at the same time, meet the ever-changing demands on public school teachers both geographically and demographically.
