Sports lottery industry may converge with telecommunications, retail industry, media industry, advertising industry and tourist industry, with technological innovation as the fundamental driving force, the heterogeneous competition ad the internal motivation, and government supervision reform as the external condition. Sports lottery industry convergence proves instrumental in guiding and preventing illegal gambling, in optimizing and upgrading of sports lottery industry structure, in expanding capacity and promoting competitiveness of the industry, in enhancing the consumption capability of sports lottery and facilitating the actualization of social public welfare. Countermeasures were proposed to the development of convergence phenomenon of sports lottery industry in China.
