一个可以实现城乡平行对接的社会保障制度的基本特征，是劳动者在制度体系内可以根据自己的需求自由地选择或转移，即制度之间是互留接口和可以对接的。目前，贵阳市已分别在城乡初步建立起“以社会保险、社会救助、社会福利为基础，以基本养老、基本医疗、最低生活保障为重点，以慈善事业、商业保险为补充”的社会保障体系，但该体系仍维持了城乡分割的制度现实，不利于城乡一体化的实现。因此，加快社会保障制度的城乡平行对接势在必行，并具有十分重大的理论和现实意义。

The basic character of a social security system which can achieve urban-rural parallel link-up is that laborers can choose or transfer freely within the system according to their own needs, i.e. there are interface and link-up between systems. At present, Guiyang has established a social security system that is ＂based on social insurance, assistance and welfare, with basic old-age pension, basic medical care and subsistence allowances as its backbone, and supplemented by charity and commercial insurance＂. However, the system still maintains the institutional reality of urban-rural gap, which is not conducive to realizing urban-rural integration. Therefore, it is imperative and of great theoretical and realistic significance to speed up the urban-rural parallel link-up of social security system.
