辽宁沿海经济带被列入国家级区域开发战略,为经济带的发展带来了历史性机遇。目前辽宁省沿海经济带不仅经济发展极不平衡,而且各地市的财政收入和支出、固定资产投资、利用外资等也极不平衡;辽宁沿海经济带建设的财政资金来源应以中央为主、地方为辅,通过中央财政专项、税收优惠、政策性金融支持、增值税试点改革、市场化资源配置的BOT、PPP模式等具体的财政政策,支持辽宁省沿海经济带建设。

The costal economic belt in Liaoning province is enrolled the National-level regional development strategy;it means the historical opportunity for the costal economic belt.At present,the development of the economic belt is very unbalance,and the financial income,financial expenditure,the fixed asset investment and the FDI are different from the cities belonging to the economic belt,so the finance resource to build the economic belt mainly comes from the central government and the local government plays auxiliary function.The financial policy includes the special financial from the central government,preferential tax,policy-based financial support,VAT pilot reform,the BOT model and the PPP model,these policies should be applied to support the built of the costal economic belt in Liaoning province.
