传统的成本优势观点一直在我国地区工业经济发展中占据主导地位，随着服务经济的到来，各地区在积极发展知识密集型服务业过程中，是否也同样适用成本优势原理？本文针对知识密集型服务业的特殊性。借助地区服务能力因素（服务设施和人员供给能力）和成本因素（服务设施和人员成本），对知识密集型服务业的区域发展差异及其影响因素进行分析。文章采用广告服务业的面板数据，对我国1999-2008年10年间30个地区的知识密集型服务业的发展情况进行了实证分析。结果表明服务能力因素对于知识密集型服务业的区域发展很重要，而传统的成本因素在知识密集型服务业发展中重要性并不显著。最后，文章根据实证结果对我国知识密集型服务业的区域发展提供了一些启示。

Cost advantage is prevalent in manufacturing development. With the coming of service economy, it is still uncertain whether the cost advantage is fit for the regional development of knowledge intensive business service. According to the characteristics of KIBS, this paper uses two kinds of factors in the analysis of regional development of KIBS, which are services capabilities and service costs. In this paper, a fixed effect model of China＇s 30 regions advertising services data during the decade of 1999-2008 is conducted for the empirical analysis. Research results show the importance of service facility capabilities for the regional KIBS development, but we do not find the significance of regional cost advantages, which is complied with the reality in China. Theoretical and empirical analysis in this paper provides important implications for the future regional development of KIBS.
