汉成帝时＂虒上小女陈持弓闻大水至＂,闯入未央宫中,致使＂京师无故讹言大水至,吏民惊恐,奔走乘城＂,引起全城骚动,＂长安中大乱＂,是民间流言的传播产生震动社会效应的典型史例。或说＂小女陈持弓＂为＂妖人＂,其行为被看做兆示王朝＂气运之疵＂的征象。或可能与以为＂童男女＂具有特殊神秘主义品性的意识有关。而灾变与流言的关系,也因此可以体现。面对灾变导致的流言,社会定力和社会智力受到考验。

During the reign of Emperor Cheng of Han（汉成帝） ,an underage girl Chen Chigong（陈持弓） of Sishang（虒上） ,broke in the Weiyang Palace（未央宫） ,for what she heard that a great flood would have engulfed the imperial capital.This incident might have caused the wide spread of a rumor-like utterance of ＂great flood＂ in the capital area.Officials and citizens became panic and escaped to heights and city walls.A city-wide disturbance was then stimulated.This historical episode can be regarded as a typical case to demonstrate what a widely spread rumor-like utterance could have done to shock a society.There was a traditional interpretation of this episode regarding the underage Chen Chigong as a ＂portentous girl＂ and her behavior as an omen revealing the decline of the Han Dynasty.This kind of conception may have something to do with the contemporary belief about mysterious character and ability of the underage.The historical episode also brings to light the connection between natural chaos and rumors.The stability and wisdom of a society will be tested when a rumor-like utterance of natural chaos occurs.
