The low-carbon development research on domestic and international industrial zones focus on technology upgrading and industrial restructuring,mainly qualitative descriptions.This paper assess the carbon footprint as the most effective tool for carbon calculating to assess the carbon emission of Caofeidian industrial zone,which is the national recycling economy demonstration area.This paper also puts forward a low-carbon development strategy containing strategic new industry policy,energy conservation,new energy development,low-carbon alternative to fossil energy development.
