创建现代大学制度是中国高等教育改革的重要内容，旨在协调和改善大学与政府、大学与社会、大学内部行政权力与学术权力的关系。中国的现代大学制度建设，不可能脱离中国的特殊政治体制和教育管理体制、特殊的历史文化传统、特定的社会发展阶段和国际大环境。这项制度建设既要充分吸收西方大学制度的合理内容，又要植根于中国国情，应具有普适性、时代性、效率性、法治性、多样性等特征。目前，中国特色现代大学制度的框架已基本明确，但具体建设内容需进一步研究细化，应当把改善政府宏观管理、完善大学领导体制、优化大学组织结构、保障大学民主管理、制订大学章程、推进大学专业评价作为重点。在制度建设推进中，要注重系统设计，整体推进；要抓关键环节，重点突破；要“自上而下”与“自下而上”相结合；要完善利益协调机制，尽可能减小改革的阻力；要重视大学文化建设，促进大学精神的复归。

To establish a modern university system is an important component of China＇s reform of higher education which intents to coordinate and improve the relationship between the university and the government, and that between the u niversity and the society, to resolve the conflicts between academic and administrative powers. This attempt should be rooted in the Cbinese politics and the education management system, the special historical and cultural traditions, the particular social stage of development and international environment. In this process, it is necessary to adapt the reasonable contents of the western university system on the one hand, and to consider China＇s national conditions on the other. It should be of universality, epochality, efficiency, legality, diversiform, and other features. At present, the framework of the modern university system with Chinese characteristics has been basically clear, but the specific content needs specification. The follow six aspects should be taken into account：（i） to improve the government＇s macroeconomic administration, （ii） to improve the university leadership structure, （iii） to optimize the organizational structure, （iv） to achieve a democratic management, （v） to develop and implement the university charter, and （vi） to promote professional evaluation. In the reform implementation, there should have a systematic design for the overall advances, command the key points of how to running a university, make constructive breakthroughs, combine the ＂top down＂ with the ＂bottom-up＂ approaches, improve the coordination mecha nisms of stakeholders and reduce resistance to changes, pay attention to the culture reconstruction, and recover the universily spiril of its own.
