全球气候变化已成为举世瞩目的环境问题，低碳经济是缓解气候变化的有效途径，林业发展是践行低碳经济的一条捷径。城市森林旅游业以城市森林公园为基础，具有发展潜力大、可操作性强、影响范围广等优点，有望成为未来低碳林业的支柱产业。城市森林公园在传统发展过程中面临法律、管理和经营方面的问题。基于低碳发展的新视角和新要求，应该制订城市森林旅游低碳发展标准体系，以人才需求为导向、提高联合管理效率，加强产品、服务、运营的低碳创新，做好森林资源保护与开发的基础工作，促进新时期的林业可持续发展和经济社会的低碳转型。

The global climate change has been an environmental problem that attracts worldwide attention. Low-carbon economy is an effective pathway to slow down the climate change, and the development of forestry is a shortcut to put low-carbon economy into practice. Based on the urban forest park, the urban forest tourism has some advantages such as great development potential, strong maneuverability and wide sphere of influence, which will hopefully become the pillar industry of the low-carbon forestry. However; Urban Forest Park has been facing with problems about law, management and operation during the traditional development process. From the new low-carbon point of view, based on the new requirement of low-carbon, the standard system of low-carbon development of urban forest tourism should be formed; with the talent demand oriented, the joint management efficiency should be improved; the low-carbon innovation on products, services and operation should be strengthened; and the basic work about the protection and exploitation of forest resource should be better done. All the above will contribute to promote the sustainable development of forestry in the new period and the low-carbon economic and social transformation.
