＂乡财县管＂在规范我国乡镇财政收支的同时,也改变了县乡政府权力结构和管理体制,从而表现出了丰富的公共治理效应。我国需要适时把财政体制的改革切换到我国行政体制的完善,改进我国政府的乡村治理策略和管理方式,推动中国乡村治理结构的良性转型和乡镇政府治理能力的提高。
＂鄉財縣管＂在規範我國鄉鎮財政收支的同時,也改變瞭縣鄉政府權力結構和管理體製,從而錶現齣瞭豐富的公共治理效應。我國需要適時把財政體製的改革切換到我國行政體製的完善,改進我國政府的鄉村治理策略和管理方式,推動中國鄉村治理結構的良性轉型和鄉鎮政府治理能力的提高。
＂향재현관＂재규범아국향진재정수지적동시,야개변료현향정부권력결구화관리체제,종이표현출료봉부적공공치리효응。아국수요괄시파재정체제적개혁절환도아국행정체제적완선,개진아국정부적향촌치리책략화관리방식,추동중국향촌치리결구적량성전형화향진정부치리능력적제고。
The township-finance-supervised-by-county system（TFSBC） has changed the power structure and administration system between the county and township governments,and presented ample public governance effect when it regulates the township financial income and expenditure.Our government should switch the financial reformation to the administration system improvement in time,ameliorate the rural governance policy and manners,and promote the positive revolution of Chinese rural governance makeup and the improvement of the governance capacity.
