特约（邀）人员制度是中国共产党反腐败斗争法制化、加强党外民主监督制度的产物，经历了由“特邀一员”到“特约（邀）四员”的起步阶段，从“特约（邀）四员”到“特约（邀）七员”的逐步发展阶段，从“特约七员”到“特约十员”的继续发展阶段。特约（邀）人员工作取得了一定成绩，也存在一些问题，这些问题主要是由于特约（邀）人员工作法制化程度不高所致。由全国人大常委会制定专门法律是解决这些问题的有效途径。
特約（邀）人員製度是中國共產黨反腐敗鬥爭法製化、加彊黨外民主鑑督製度的產物，經歷瞭由“特邀一員”到“特約（邀）四員”的起步階段，從“特約（邀）四員”到“特約（邀）七員”的逐步髮展階段，從“特約七員”到“特約十員”的繼續髮展階段。特約（邀）人員工作取得瞭一定成績，也存在一些問題，這些問題主要是由于特約（邀）人員工作法製化程度不高所緻。由全國人大常委會製定專門法律是解決這些問題的有效途徑。

The specially invited personnel system is a product of the CPC ＇ s strategy of anti-corruption efforts and the initiatives of multi-party cooperation and democratic supervision in the framework of united front. At first there was only one to four specially invited people, then the number increased to seven, later it rose to ten. The specially invited personnel system has played a positive role but there are some problems to be solved, arising mainly from the lack of strict legal regulations for this system. The effective approach to the solution of these problems rests with the Standing Committee of the National People＇ s Congress.
