大力增加森林碳汇已成为国家应对气候变化的重要战略。在大力增加森林碳汇中,要通过森林经营提高森林质量和森林生产力来提高森林碳汇能力,走＂重数量、更重质量＂的发展之路,通过内涵式扩大再生产完成森林在应对气候变化中的历史作用;要确立以增加森林生态系统碳贮存而不是森林蓄积为碳汇林经营目标的原则;树立森林碳汇储备的观念和碳交易的意识;确立森林碳汇经营的思想;兼顾木材生产和木材储备;与非木材利用相结合。

To increase forest carbon sinks strongly has become an important national strategy on addressing climate change in China. In the course of efforts to increase forest carbon sinks, it is necessary to improve forest quality and forest productivity by forest management, take the road of connotative expanded reproduction with attaching importance to volume and more to quality, in order to complete the historical role of forest on addressing climate change. The principle of raising carbon storage of forest ecosystems , not raising forest volume, as a forest management target of carbon sink forests should be established. In the course of efforts to increase forest carbon sinks, the consciousness of carbon reserves and carbon trading should be set up, the business idea of forest carbon sinks should be established, both timber production and timber reserve should be given consideration to, and the use of non-timber forest products should be combined with.
