本文描述和分析了我们连续三年进行的中国31个省市财政透明度、连续两年进行的省级行政单位行政收支及相关信息透明度以及2011年新增的人大财政透明度的评估结果，从不同角度得出中国目前财政透明度很低的结论，并从制度建设方面提出了提高财政透明度、建设透明政府的建议。
本文描述和分析瞭我們連續三年進行的中國31箇省市財政透明度、連續兩年進行的省級行政單位行政收支及相關信息透明度以及2011年新增的人大財政透明度的評估結果，從不同角度得齣中國目前財政透明度很低的結論，併從製度建設方麵提齣瞭提高財政透明度、建設透明政府的建議。

This paper analyzes the evaluation results of the fiscal transparency of 31 provinces in three consecutive years, the income and expenditure of provincial administrative units in two consecutive years and relevant information transparency including the fiscal transparency of people＇s congresses added in 2011, and arrives at a conclusion that the infor- mation transparency is low in China at present. Then it provides some suggestions about im- proving fiscal foanspareng and establishing transparent governments from the angle of insti- tutional construction.
