农业保险作为发展农业生产、防范农业风险和保证农民稳定增收的重要政策工具，受到各界的重视。但在欠发达地区，农业保险一方面得到政府的大力推广，另一方面却陷入了“供给有限、需求不足”的尴尬境地。文章以欠发达地区之一的青海省为例，回顾了农业保险发展历程，总结了发展中面临的困境，并分析了困境产生的原因，认为应继续推行有财政补贴和政策支持的农业保险模式；建立多层次、可持续的农业保险体系；探索农业气候指数保险，为管理农业风险提供新工具、新思路。

As an important policy instrument for the development of agricultural production, agricultural insurance plays an important role in helping farmers to prevent risks and ensure farmers＇ agricultural income stabilization. Agricultural insurance has caught a wide attention. In less developed areas, agricultural insurance is received the Government＇s vigorously support, but on the other hand it falls into a ＂limited supply, lack of demand＂ embarrassing situation. In this paper, one of the less developed regions of the Qinghai Province is studied, by reviewing the course of agricultural insurance development it sums up the dilemma in the development and then analyzes the causes of difficulties. At last, it puts forward corresponding countermeasures and suggestions.
