发展低碳经济的政幕措施很多，对碳排放征税是共中的重要方式之一。本文试图对表优税率选择提供一个确定的方法，在不考虑环境因素对整体福利影响的前提下，利用兰姆赛最优税率思想，将排放量的设定与最优税率确定相结合，同时将减排技术因素纳入税率决定因素来确定最优的碳排放税，以使得本国的福利在征税后保持最大化。
髮展低碳經濟的政幕措施很多，對碳排放徵稅是共中的重要方式之一。本文試圖對錶優稅率選擇提供一箇確定的方法，在不攷慮環境因素對整體福利影響的前提下，利用蘭姆賽最優稅率思想，將排放量的設定與最優稅率確定相結閤，同時將減排技術因素納入稅率決定因素來確定最優的碳排放稅，以使得本國的福利在徵稅後保持最大化。

There are many measures to develop low - carbon economy, carbon emission tax is one of the important methods. With out comidemfion of the influence on the overall welfare of environmental, this paper try to provide a way for finding an optimal tax, which uses the thoughts of Ramsey＇s tax rule, combine the carbon emission quantity and tax, as well as put the technology index into function, thus, make the welfare of our country kept in the mmdmum state country.
