政策评估是促进政策实施、提高政策效果的一个重要管理环节。本文基于公共政策评估的理论方法、国外科技创新政策评估实践等方面,阐述和分析《配套政策》评估的理论基础和实践依据,并结合《配套政策》内容与特点,尝试设计了具有可操作性的评估指标体系,同时就该指标体系的应用提出几点思考。
政策評估是促進政策實施、提高政策效果的一箇重要管理環節。本文基于公共政策評估的理論方法、國外科技創新政策評估實踐等方麵,闡述和分析《配套政策》評估的理論基礎和實踐依據,併結閤《配套政策》內容與特點,嘗試設計瞭具有可操作性的評估指標體繫,同時就該指標體繫的應用提齣幾點思攷。
정책평고시촉진정책실시、제고정책효과적일개중요관리배절。본문기우공공정책평고적이론방법、국외과기창신정책평고실천등방면,천술화분석《배투정책》평고적이론기출화실천의거,병결합《배투정책》내용여특점,상시설계료구유가조작성적평고지표체계,동시취해지표체계적응용제출궤점사고。
Policy evaluation is an important management process for promoting the implementation of policies and enhancing the effects of policies.Based on the theories and methods of public policy evaluation,the practices of foreign ST innovation policy and other aspects,this paper presents and analyzes the theoretical and practical basis of evaluation on supporting policies in carrying out ＂National Outline for Medium and Long Term ST Development Planning（2006—2020）＂,attempts to design a workable evaluation index system combined with the content and features of these ＂supporting policies＂,and finally puts forward some thoughts and advice on the applications of this evaluation index system.
