通过对农村小额信贷的外部性效应进行分析，解释了农村小额信贷促进农村经济增长时未能达到帕累托最优状态的原因，即缺乏足够的激励机制和小额贷款公司未能享受到当地经济增长带来的收益。利用庇古税和科斯定理制定合理的解决方案，即通过对小额信贷公司的农村信贷行为给予相应补贴、减少其税负和让其获取农村经济增长的收益权。

Based on the analysis of the effects of external in small rural loan, the paper explains the reason of Pareto optimal failed to meet is not ehough of an incentive mechanism and the lack of the benefits of local economic growth. In order to meet the Pareto optimal, the paper suggest to using the Pigou tax solution and Coss theorem solution, which means that the government should give the subsidies for small loan company in rural area and reduce their tax burden and the small loan company in rural area should gain the profit of rural economic growth in rural area.
