In this paper the discussion covers the cooperative model between universities and provincial government, the construction of a platform for scientific and technological innovation, the industrialization of the universities＇ scientific and technological research achievements, the promotion of the integration of production, teaching and research, the efficient integration of resources to build a new kind of regional alliance for industrial technological innovation, and the training of various talents, which may throws some light on the exploration of the cooperative models between universities and provincial governments.
